I strongly agree with your points on packages. Particularly these days, as HTML5 and CSS3 have become so powerful, the need for packages has dramatically decreased. You've mentioned one reason not to use packages, and there are many. To me, one should write clean, elegant, lightweight code that a reader doesn't need to know anything about packages to understand.
